CIO Value Forum by Glomark-Governan


Effectively assessing, measuring and communicating the economic value of technology investments is a crucial element of an overall company's success. The CIO Value Forum by Glomark-Governan will consist of a panel of CIOs that will discuss issues, current trends and best practices for creating and measuring the economic value of IT.

Jointly moderated by Ruben Melendez, CEO of Glomark-Governan, and Thornton May, the CIO Value Forum by Glomark-Governan consists of a highly interactive panel discussion by leading CIOs, on best practices for forecasting value, comparing and selecting projects based on value, and measuring value during and after projects' implementation. The audience will also participate with questions throughout the session.

As Founder and CEO of Glomark-Governan, Ruben Melendez’ main goal is to guide the Company’s team to ensure successful delivery and maximum utilization of the Glomark-Governan enterprise value creation methodology, training and software implemented by Glomark-Governan customers.

Over the last sixteen years, jointly with the Glomark-Governan team of consultants, Ruben has trained and provided consulting services to hundreds of C-level executives, managers and professionals for vendors and buyers of technology and services, including Microsoft, HP, Unisys, Intel, CA,  Corning, Cardinal Health, ABB and GE.

Ruben has led the effort to continuously enhance the portfolio of Glomark-Governan training, software, and consulting programs, to ensure enterprises optimize their business processes through the implementation of effective and objective ROI and risk analyses.

Prior to Glomark-Governan, Ruben held senior roles with several global companies, including ABB, Combustion Engineering and Thermo Electron.   Ruben holds a Mechanical Engineering degree from the Engineering School of the IPN Institute in Mexico City. His studies have examined a multitude of business management and economic topics over the length of his career.

  Additionally, Ruben was recognized as the 2004 Executive of the Year (Company with less than 50 employees) by TechColumbus; and has presented at many industry conferences, and for some of the largest companies in the world, including HP and Microsoft Corporation; and during the last four years has moderated the CIO Value Forum organized by Glomark-Governan and TechTomorrow.

Gilbert L. Hoffman

Senior VP & CIO - Maritz Inc.


Gilbert L. (Gil) Hoffman, who has been named by ComputerWorld magazine as one of the top 100 chief information officers in the United States, started his Maritz career in the Data Processing and Computer Operations Division in 1973. He then held a series of technology leadership positions, helping to design systems for client programs. He was promoted to vice president of Data Processing and Computer Operations in 1989. In 1996 he became a corporate officer and Director of Information Systems for Maritz Performance Improvement Company.

In 1998 Gil was named the corporation’s first Chief Information Officer and Director of Maritz Global Technology Services. In this position, he oversees the development and deployment of information technology throughout the corporation, in the United States and abroad.

Under Gil’s leadership, Maritz has been named by InformationWeek as one of the nations Top 500 Most Innovative Companies through the effective use of technology. Maritz has received this recognition each year for the last eight years. In addition, ComputerWorld has named Maritz one of the top 100 places to work in I.T.

Gil holds a master’s in Computer Resources and Information Management from Webster University, St. Louis and is a founding member of the St. Louis CIO Board.

Vince Kellen

CIO - University of Kentucky


Vince Kellen became University of Kentucky’s Chief Information Officer (CIO) on February 1, 2009. As the commonwealth’s flagship institution, University of Kentucky is a comprehensive research university with a broad array of top-ranked undergraduate and graduate programs and a major healthcare enterprise. He and his senior managers lead a staff of 250 in supporting 27,000 students, 18 colleges and 13,000 employees in IT strategic planning, enterprise software (ERP), high performance computing (HPC), computing labs, classroom technology, learning management systems (LMS), business intelligence, student information systems, data center operations and network infrastructure. Mr. Kellen brings IT vision, transformational leadership and broad technology and business acumen to his role as CIO. Mr. Kellen is a senior analyst with the highly regarded IT industry think-tank, Cutter Consortium, participating in Cutter’s Business-IT Strategies, IT Trends, and Business Intelligence practices. Vince also serves on advisory boards for Dell, AT&T, Apple and Blackboard.

Mr. Kellen's 27-year experience involves a rare combination of strategy consulting, IT architecture and entrepreneurialism and has worked in several industries including petrochemicals, pharmaceuticals, retail, consumer goods manufacturing, insurance and education. Mr. Kellen previously served as Vice President for Information Services (CIO) at DePaul University, where he won CIO Magazine's coveted Top 100 award in 2007 and as a partner in a major consulting firm. A national and international speaker on business and IT strategy issues, Mr. Kellen has authored four books on database technology and more than 200 articles and presentations on IT and business strategy topics.

Mr. Kellen is an adjunct faculty member at University of Kentucky where he lectures on business information technology and strategy and was an adjunct faculty member at DePaul University for 10 years where he lectured on enterprise architecture, distributed systems and ethical and information technology. In 1998 and 1999, Mr. Kellen also helped DePaul University launch the one of the nation’s first graduate degrees in e-commerce.

Phyllis Teater

CIO - The Ohio State University Medical Center


Phyllis Teater is the Chief Information Officer for The Ohio State University Medical Center (OSUMC) with responsibility for information technology across OSUMC’s three part mission of patient care, teaching and research.

  Prior to serving as CIO, Ms. Teater was Deputy CIO at OSUMC and had responsibility for all electronic medical record systems, in addition to financial and human resource systems. She has been with OSUMC for 20 years. Ms. Teater has been instrumental in the adoption and rollout of OSUMC’s ambulatory and inpatient electronic medical records and is currently overseeing the preparation for meaningful use regulations and the update of the OSUMC Information Technology Strategic Plan.

  Ms. Teater earned her Bachelor of Science and Masters in Business Administration from The Ohio State University in Columbus, Ohio.

Bryant Young

CIO - Ohio Department of Developmental Disabilities


Bryant Young is the CIO for the Ohio Department of Developmental Disabilities. He provides executive leadership as head of IT for a healthcare organization with a one billion dollar book of business. He is responsible for all aspects of strategic IT planning, implementation and support across the state of Ohio. He engineered a turnaround of IT's performance and service levels and transformed it into a strategic business partner through large development projects, processes and infrastructure virtualization.

Prior to DODD, Bryant was recruited to Sentry Insurance in Wisconsin to lead a process improvement team within the Enterprise Infrastructure space. Bryant reengineered the team and successfully created a Project Management Office within infrastructure. Also during this time, Bryant was responsible for launching a Vendor Management Center, Implementing ITIL processes specifically in the area of incident management and IT audit processes. Bryant worked collaboratively with the Infrastructure Leadership Team to develop a 3 year budget and a corresponding project roadmap.

Before moving to Wisconsin, Bryant was vice president, group manager of End User Computing at Huntington Banks in Columbus, Ohio. In this position, he was responsible for leading the infrastructure teams responsible for technical support of desktops, laptops, printers, fax machines and many other devices within the Huntington dispersed within the Huntington footprint. In addition, Bryant was responsible for leading the Enterprise Desktop Team responsible for managing and code distribution to all desktops, servers, ATM’s and Multifunction devices in the banking offices. During the previous six (6) years, Bryant was the Vice President of Loan Origination Systems and became the first African-American promoted to Information Technology Manager at Huntington. In this position, he was responsible for leading the systems & programming teams responsible for building and maintaining computer systems for the Indirect, Direct and Collection lines of business which included imaging technology. Prior to Huntington, Bryant was a consultant at EDS on the AT&T account and with the Geary Corporation developing systems at General Electric.
